Environment

We must accept climate change science and treat it as a major concern. An important responsibility to the people of Colorado is protecting our land, air and water. Colorado's public lands are not only our state’s source of recreation, but a strong source of our revenue. We must protect our state’s resources for future generations to ensure they enjoy our Colorado quality of life. . Sally has supported protections against weakening the Environmental Protection Agency and the Endangered Species Act. 

She has been involved in many conservation efforts, including the protection of the Endangered Species Act, gray wolves, and anti-environmental policy riders in federal and state legislation. She worked on policy development and coalition building during her fellowship with the Endangered Species Coalition on wildlife and habitat connectivity strategies. Connectivity strategies help preserve wildlife and habitat corridor conservation, which includes large scale networks that connect blocks of protected areas to prevent habitat fragmentation. It also would create healthy migration paths and ecosystems while protecting public safety from wildlife vehicle collisions. 

Sally signed the No Fossil Fuels Money Pledge on Earth Day 2020 declaring her commitment to grassroots fundraising.  She supports a just transition of fossil fuel workers into a geothermal energy development plan and industrial hemp.  

Sally strongly advocates for legislation with no anti-environmental policy riders.

Better Jobs and Economic Opportunity

Wages have failed to keep up with the cost of living in Colorado. This has increased our homeless population as well as left many individuals and families unable to afford housing and other opportunities, even after having to work multiple jobs to make ends meet. 

Sally was raised by a single mother who worked several jobs at times with no health care or affordable housing. "It is important to me that workers are protected and are able to collectively bargain." She knows that union and apprenticeship workers create quality in the market. "My mother was a union member for 25 years." 

We must attract well-paying jobs in industries like healthcare, education, technology, and renewable energy so that Coloradans can have adequate benefits and wages. Sally believes in economic diversification and supports the hemp industry, geothermal energy, regenerative agriculture, and incentivizing the film industry. Many of these industries are up and coming, in demand and are the future of the workforce. Sally supports development and training so that more people can work in these industries and make a living wage. Ensuring that our Colorado economy is diversified and prepared to lead new and emerging industries will help to guarantee continued economic success for Colorado families for generations to come.

Broadband Internet Access
In order to support our Colorado families and students during this time of revising public education and remote work we must look at improving our internet access particularly in rural areas. Only 77% of Coloradans have access to high speed internet. This results in lost opportunities in employment, education and healthcare. Amidst a global pandemic, we must ensure our students are able to learn remotely, and that our workforce can work remotely if possible.

Education

Sally believes that everyone should have the opportunity to pursue an education that they can afford. In addition, our public education system has taken too many cuts over the years, leaving many children behind. Universal Kindergarten was a great move forward. Sally supports Universal Pre-K because early education is necessary for all students to have equitable opportunities to thrive before entering Kindergarten. It creates an opportunity to offer classrooms that include diversity in socioeconomic backgrounds as well as race. 

While the tuition rates at our state universities continue to climb, students are being left with crippling student loan debt that keep them from being able to buy houses, have families, or pursue the American Dream. As a first-generation college graduate, Sally believes in affordable costs for higher education, as well as increased funding and teacher pay for public schools, so that teachers don’t have to take on two or three jobs to pay their bills each month. She believes that community college and technical education should be more widely available, as we badly need people in the trades. 

Sally has worked to create equity in public schools in Colorado, New Mexico and North Carolina. She co-wrote a 21st Century Community Learning Centers Grant that was awarded to a Greeley-Evans District 6 Elementary school for a STEM after-school program. Sally has volunteered in the classroom helping students in reading and math, along with co-sponsored a Student Council and introduced coding. Currently, she serves on three Weld RE-5J School District committees: The Citizens Task Force, Parent Advisory and Chair of the District Accountability. The Citizens Task Force Committee has been collectively working with community members in Weld RE-5J School District to successfully pass a Bond and Mill Levy Override (MLO) on the 2020 ballot.

Affordable Housing

Every Coloradan should have the right to affordable and accessible housing. Sally knows firsthand how critical of an issue this is, as she lived with a single parent who struggled to find affordable housing. Over 50% of the residents in her district feel overburdened by rent costs. To help solve this issue, government resources should be partnered with private sector activity for a multi-level approach that helps Coloradans feel secure in their housing. 

Infrastructure

We are past the lifespan of much of our current infrastructure. Our roads, bridges and transportation systems need to fit our current demands. First and foremost, rural broadband is an issue throughout the state that leaves Coloradans without appropriate access to internet services.  We need to invest in our roads and transportation systems to create better mass transit, as well as, expand highways and main roads so that our state can continue to grow. 

Women's Rights

Equal pay is imperative to restore opportunity to all Coloradans. In a world where women still make roughly 80 cents on the dollar that men make, it creates an environment where people are not paid equally for the same amount of work. Equal pay will also enable Coloradans to be able to buy houses, pay rent and improve the economy. 

Women should have the right to make their own healthcare decisions with a medical professional. When the government gets in the way of these policies, it is often not with the right intentions in mind. Women’s healthcare is very important and every woman should feel protected with the freedom affordable healthcare options available. 

"As a matter of public policy, I support safe, accessible and legal abortion health care because criminalizing and banning abortions will not stop abortions. Nothing should stand between you and your health decisions."

Healthcare

"Healthcare is a right. The health crisis from COVID-19 has made it even more important to have a healthcare system that supports providers, healthcare workers and patients with efficiency and affordability."

Sally is honored to be recognized as a "Champion" by the Colorado Foundation for Universal Health Care for her support for  Single Payer Improved Medicare for All (SPIMFA) at both the federal and state level.

While the Affordable Health Care Act has some issues that we need to work together to improve, it has given millions of Americans the opportunity to be insured. Sally believes that we should cut the cost of prescription drugs, protect benefits for people that have pre-existing conditions, and keep the ability to have dependent children on their parent’s health plan until they are 26. Sally supports the Colorado Health Public Option because it is a positive move forward in giving access to the 8% of uninsured Coloradans. Sally also wants to expand Medicare and Medicaid so that more people can be covered.  People should not have to decide which prescriptions they will purchase because they can’t afford all the prescriptions they need.    

Paid family leave policies should be the norm in this country and not the exception. Paid family leave empowers families to be able to grow, promote early child development, and care for our aging and elderly population—which is now the fastest growing population in the state. Too often new parents or caregivers are left at the mercy of their workplace policies, which often aren’t flexible and unpaid. We need to stand up for workers and put families and individuals first. No one should be struggling to make ends meet because they want a family or have to care for an aging parent or relative. 

Mental Health

Sally believes that mental health is just “health” and that all Coloradans deserve to have mental healthcare coverage and be able to access services if needed. Colorado has one of the highest suicide rates in the country, and Sally wants to combat this at the State Capitol. She supports the Insurance Coverage Mental Health Wellness Exam bill that requires all Colorado insurers to cover an annual mental health preventative exam with a qualified mental health provider. 

She helped pass HB19-1120 Youth Mental Health Education and Suicide Prevention Act in 2019 and continues to collaborate with schools and community leaders on ways to support students and their families to ensure they have access to resources and education. Sally supports the Safe2Tell program and knows from experience that it is one of the best tools for our emergency responders, police, school districts and community. 

Common Sense Gun Safety

Common Sense Gun Safety

"Common sense gun legislation strengthens the Second Amendment." - Sally Boccella

Sally is in favor of common-sense gun safety measures including universal background checks, magazine limits, and the Extreme Risk Protection Orders law, as Colorado has been the place of several mass shootings, including the Aurora theater shooting and the Columbine shooting. While much progress has been made in this area, there are still areas in which we could improve, and Sally supports the efforts of the legislature this session to require reporting of missing or stolen firearms and proper gun storage. 

"In Colorado, we value our rights and our responsibilities. I am committed to supporting common sense gun safety policy and protection of the 2nd Amendment. These do not have to be mutually exclusive."
Criminal Justice
Sally believes there are far too many inequities in our criminal justice system. Sally supports ending the school-to-prison pipeline and eliminating zero tolerance policies in schools. She is an advocate for restorative justice and alternative sentencing programs that keep students in school. 

We must ensure that all communities regardless of race, ethnicity, or immigration status receive fair and equitable policing without fear of police interactions. Law enforcement officers must have proper training in de-escalation and use non-lethal force whenever possible. Sally will work to eliminate discriminatory practices in policing, including stop and frisk and racial profiling. "I am committed to policies that hold our law enforcement to their oath as peace officers. Interactions with law enforcement should instill integrity, trust and support."

Sally will collaborate with other legislators on comprehensive sentencing reform, including ending mandatory sentences, implementation of diversion programs and removal of cash bail for non-violent offenses. Prison beds should be reserved for those who pose a true danger to society and seek alternative sentences for others. We must also ensure accountability for “white collar” offenders. 

Sally believes we should end the War on Drugs, which has disproportionately impacted people of color. Focus should be on treatment, not criminalization. In addition, we must expunge the records of those arrested before legalization, release those now incarcerated for acts that are now legal and remove barriers to the cannabis industry participation.

LGBTQ+ Rights

Sally believes that no Coloradan should face discrimination because of their gender, ethnicity or sexual orientation. While we have made a lot of progress, we still have more room to grow in this area. Sally wants to ensure that workplace protections are kept and that hate crime laws are enforced, as LGBTQ+ youth have a high suicide rate. 

Campaign Finance Reform

Often, special interests play too large of a role in our elections and we have paid the price. Sally is not accepting corporate PAC money and wants more accountability with campaign finance. She signed the No Fossil Fuels Money Pledge on Earth Day 2020 declaring her commitment to grassroots fundraising. Many times offices are won by the very wealthy and not the most qualified, because of our current campaign finance laws, which enable the wealthy to contribute an unlimited amount of money into their own campaigns, while others running, who might not be as wealthy, have to accept contributions within the limits. This should be changed so that we can elect the most qualified candidates to office that are best for Colorado.
